“…met EAC, alstublieft.” Deze verklaring wordt vaak toegevoegd wanneer een product naar Rusland of een ander GOS-land (Gemenebest van Onafhankelijke Staten) moet worden ge\u00ebxporteerd – of het nu gaat om een enkel apparaat of om een machine. Maar wat is EAC precies en wanneer heb je het nodig? <\/strong><\/p>\n

Deze blog bespreekt de verandering van het certificatiesysteem in Rusland en de lidstaten van de Euraziatische Economische Zone (leden vanaf 2017: Rusland, Wit-Rusland, Kazachstan, Armeni\u00eb, Kirgizi\u00eb) en noemt de documentatie die nodig is voor de invoer en het op de markt brengen van een product in deze economische zone en in het GOS.<\/p>\n

Harmonisatie van de normen<\/h2>\n

Voordat Rusland, Wit-Rusland en Kazachstan in 2010 besloten een gemeenschappelijke douane-unie op te richten met uniforme technische productie- en productnormen, hadden deze landen hun eigen, soms verschillende technische normen, waaraan bij de productie van goederen moest worden voldaan. Hun eigen certificeringsinstanties voerden productiecontroles uit en bevestigden de naleving van de normen met certificaten. Dit bemoeilijkte de uitwisseling van goederen tussen landen. Exporteurs hadden het ook moeilijk – als je een en hetzelfde product naar deze drie landen wilde exporteren, had je ook drie verschillende certificaten nodig.<\/p>\n

In 2010 hebben Rusland, Wit-Rusland en Kazachstan de basis gelegd voor een uniform normenstelsel, dat in 2014 in werking is getreden: EAC (= Euraziatische conformiteit). Het EAC-certificaat vervangt nu de voorheen vereiste invoercertificaten van GOST-R voor Rusland, GOST-K voor Kazachstan en BelST voor Wit-Rusland.<\/p>\n

Vandaag de dag zijn alle producten die binnen deze douane-unie op de markt worden gebracht, onderworpen aan dezelfde voorschriften voor productie en tests, waarvan de naleving van de EAC-conformiteit wordt gecontroleerd. Dit is vergelijkbaar met de CE-conformiteit in de Europese Unie, maar de EAC-certificaten mogen alleen worden afgegeven door geautoriseerde testinstituten, terwijl de verklaring van CE-conformiteit door de fabrikant mag worden afgegeven. Alleen als een product is gecertificeerd of verklaard in overeenstemming met de EAC-normen, mag het worden uitgevoerd naar de Euraziatische Economische Zone. Bovendien moet het product worden voorzien van het EAC-logo.<\/p>\n

Overige documenten<\/h2>\n

Naast het EAC-certificaat, dat in de volksmond het invoercertificaat wordt genoemd en alleen in de Euraziatische Economische Ruimte nodig is om producten in het GOS op de markt te brengen, zijn nog andere documenten nodig.
